Question to the Legal Counsel

own will of a student or the parents (or lawful guardians);
transfer to another higher education institution;
expulsion from the University due to violation of rules of academic and internal discipline, rules of residence and internal regulations in hostels, etc.;
expulsion from the University due to academic failures;
expulsion from the University in case of being found guilty of a misdemeanor;
expulsion from the University in case of liquidation of the RUDN;
failure to pay for tuition as stipulated in the contract;
in the case of the entry into force of a court judgment by which a student was sentenced to imprisonment or other punishment, which excludes the possibility of continuing education;
in other cases, beyond the control of the student and the University.

Grounds:

Part 7, art. 54, art. 61 of the Federal Law # 273- FZ of 29.12.12.“On higher education institution of professional training in RF”, RUDN Statute article ‘On RUDN student expulsion and readmission’ accepted by the RUDN Statute article ‘On academic performance control and mid-term examination’, accepted by the Rector’s decree No.112 of 02.03.2020.

Within 5 years after being expelled on the basis of valid excuses or at his will, the student has the right to resume studies on the same terms and conditions, which existed prior to his/her exclusion (with the same form of education budget or contractual) if there are vacant places, but not before the end of the academic year (semester) in which he was expelled. If a student was expelled due to academic failure, they have the right to resume studies within 5 years on the contractual basis.

Grounds:

Art. 62 of the Federal Law # 273- FZ of 29.12.12 “On higher education institution of professional training in RF”; RUDN Statute article ‘On RUDN student expulsion and readmission’ accepted by the Rector’s decree #160 of 23.03.2015 (revised and expanded).

The student has the right to work and study at the same time and enjoy the privileges envisaged by the Russian legislation on labor and education. Foreign students have the right to work only if they have a work permit.

Exclusions:

work in free time;
work (rendering services) in RUDN during vacations.

Missing classes because of work and failure to master the individual study plan is unacceptable. Study legally has priority over work.

Grounds:

Paragraph 27, art. 34 of the Federal Law # 273- FZ of 29.12.12 “On higher education institution of professional training in RF”. Paragraph 4 and 4.5, art. 13, 13.4 of the Federal Law of 25.07.2002 “On legal status of foreign citizens”.

Submitting an application for transferring to a tuition-free mode of study from a fee-paying one:

In order to consider a student's application for transferring to a tuition-free mode of study from a fee-paying one it is necessary to submit an application to the RUDN University Commercial Department in person or send it by e-mail (commercial.dept@rudn.ru) within the established timeframe.

Applications are to be submitted within the following timeframe:

  • from 01 till 10 November;
  • from 10 till 20 April.

The Commission of Social Support for RUDN University Students and Employees considers the applications. The information on the results of the consideration is sent to students who submitted their application by e-mail.

Terms for being transferred:

You can submit an application for transferring to a tuition-free mode of study from a fee-paying one provided that*:

  1. mid-term assessment for the two terms prior to the application submission has only As, As and Bs, or Bs;
  2. a student is included in the following categories of citizens (excluding foreign citizens unless otherwise is provided for by the international agreement of the Russian Federation):
    • orphan children and children deprived of parental care, as well as individuals from amongst orphan children and children deprived of parental care;
    • citizens aged under 20 who have one parent with first-degree disabilities provided that the average per capita income is below the minimum subsistence level established in the relevant entity of the Russian Federation;
    • women who gave birth to a child during the training period.
  3. loss of one or both student's parents (proxy parents) during the training period.

*Supplementary terms and conditions for submitting an application include:

  • no academic arrears, disciplinary penalties, tuition payment arrears as of the date of submitting an application
  • available vacant state-funded place (you can find the information about available vacant places on the official RUDN University website in the Fee-Paying Education section at www.rudn.ru/education/fee-paying-education).

The documents required for transferring include:

1.Application for transferring to a tuition-free mode of study from a fee-paying one (the template of the application is posted on the official RUDN University website in the Fee-Paying Education - Application Templates and Forms section).

The duly certified copies of documents are to be attached to the application:

  1. confirmation that the student belongs to the categories of citizens indicated in Par. 1 (academic transcript with the mid-term assessment results for the whole training period prior to submitting an application for transferring to a tuition-free mode of study from a fee-paying one);
  2. confirmation that the student belongs to the categories of citizens indicated in Par. 2.1 (copy certified by the RUDN University Legal Department upon presentation of the original document);
  3. confirmation that the student belongs to the categories of citizens indicated in Par. 2.2 (copy certified by the RUDN University Legal Department upon presentation of the original document);
  4. confirmation that the student belongs to the categories of citizens indicated in Par. 2.3 (copy of the certificate of birth and you are to present the original document when submitting an application);
  5. confirmation that the student belongs to the categories of citizens indicated in Par. 3 (copy of the certificate of death and you are to present the original document when submitting an application).

2. other documents that confirm special achievements in academic, research, social, cultural and creative, and sports activities (if available).

All students are required to:

conscientiously master the educational program, carry out an individual curriculum, attend training sessions, carry out independent preparation for classes, perform assignments given by pedagogical workers in the framework of the educational program;
comply with the requirements of the University Statute, internal regulations of students, rules of residence in hostels and other local regulations of the University on organization and implementation of educational activities;
respect the honor and dignity of other students and employees of the University, do not create obstacles to the education of other students;
perform other duties established by the legislation of the Russian Federation, the contract on education (if any), as well as local regulations of the University.

For non-fulfillment or violation of the University Statutes, internal regulations of the students of the University, rules of residence and internal regulations in the hostels of the University, the Code of Honor of the RUDN University student, orders of the rector, orders of the Vice-Rectors of the university in terms of activities and other local normative acts of the University, students may be subjected to disciplinary measures – remark, reprimand, expulsion.
